I think it should be up to the parents to parent their children. Not the government. With that said, there are too many regulations in place within our government that allow these parents to say it is the "government's fault." By limiting the FCC to only ratings and awareness, they can rate any program on TV or radio, but can not limit ANY program from being aired on ANY network based on ANY content the creators see fit. The only limitation to this rule being live broadcasts. Anything on a live feed may be subject to fines unless the FCC is notified prior to broadcast for an appropriate rating. This leaves the parent well informed on the content of every station, TV or radio. It is then up to the parent to block said programming from view and to tell their kids to go outside and play.
