America has no budget, proposed in the House of Representatives, passed by the Senate, and signed into law by the President.
Until such a budget passes, and members of Congress held accountable for its contents, Federal spending must be limited to revenues collected in the previous fiscal year. Spending beyond income is wrong, without a legal budget. And spending based on projections -- guesses -- about what revenues *might* be available in this or succeeding years is chicanery and buck-passing.
As it is, the President and Federal spending have no vested interest in increasing revenues, and the health of the American economy. Limiting spending to collected revenues would tie the goals of programs and practices to the health of the America they purport to serve.
