Limit Federal worker paid time off to 8 hours for each Holiday.

I recommend a cap be put into law that would limit the amount of non-duty pay for all Federal workers be limited to, and not exceed 8 hours

Currently most Federal Agencies allow people to work Compressed or Alternate work schedules. Some work four-10 hour days, some work 5/4 9's, a two week schedule, with a 3 day weekend every other week. Those Federal employees are paid 9 or 10 hours of pay for the Federal Holiday.
Using a full burdened rate of $80, ($40 per hour rate x 2), for 1000 man-hours, the cost to the Taxpayers would be $800,000.00 per year, per holiday. We have 10 paid holidays.
The Government in 2009 employed 2,823,777 people. If 25% of those people are paid one hour extra, the cost to the taxpayers for this unproductive time is $564,755,400.00 per year.
