Millions of uncared or abandoned companion animals exist and are exploited in every community due to owner lack of responsibility or education. This causes unnecessary and undue strain on companion animals, agencies and taxpayers alike. End companion animal over-population by owners who are neglegent by limiting funds to state and local government agencies who do not implement a planned companion animal breeding program by 2014.
This plan should be designed to eliminate the US crises of companion pet over-population & costs via pet owners to instead self-fund positive revenues to local agencies and create oversight positions to either have neuter, spay; or pass a self-funded basic educational & inspection breeding program in order to be in possession of breeding capable companion pet.
