Limit funds provided to a state by the Fed. Gov't to the amount received by the Fed. Gov't from taxation in that state.

The Federal Gov't should not give a state more in aid than it received from taxation in that State. This would allow blue states to receive more in aid from the Gov't than the red states that currently receive more than their share of each Federal dollar. We would also like each state to have the ability to either receive help from the Fed. Gov't or opt out. Of course, they would still have to pay Federal Taxes.
