IDIQ ammunition contracts… Indefinite Delivery, Indefinite Quantity contracts for small arms ammunition should be limited to the DOD ONLY. All other government agencies should be limited to a 20% Order increase per fiscal year from the prior year. Unless special permission is granted by congressional vote for a one time buy increase per year for justifiable reasons. So as not to limit, infringe, monopolize, purposely hinder or otherwise make ammunition unavailable to the American people.
