Rubber bullets, bean bags, and pepper spray are more than enough to render suspected criminals immobile long enough to be detained by police. The use of lethal ammunition has resulted in the killings of unarmed innocent civilians. It may be unreasonable to believe it is possible to actually change the aggressive "shoot first" mentality of so many law enforcement agents, but taking away their ability to easily kill civilians may decrease nationwide tensions which lead to civil unrest and disobedience.
