Limit the amount of time people can receive welfare. It would eliminate people who live off the system there whole lives. Also mandate birth control while on assistance. If you can't afford to provide for your kids you shouldn't be allowed to have more. You could accomplish this by having them go in for a birth control shot than bring the proof they got it to the welfare centers before they can receive their assistance.
