Limiting the lifetime benefit of unemployment for individuals and requiring a repayment if individuals use more then has been contributed to the program over their work history would allow this program to maintain solvency and reduce the burden to tax payers.

This would allow government agents to have real conversastions with individuals who have lost their jobs about meeting their living needs instead of using predetermined pay scales. If individuals need or want more, why not let them take it as long as it is paid back from future earnings.

This could provide for individuals to use the funds to gain additional training or education if they see this is in their own interest and act as a low interest loan that allows Americans to truely invest in individuals who will invest in themselves
