Limit local government ability to excessively increase fine amounts for basic citations, such as parking.

Cities continue to increase the amount for citations to ridiculous amounts and makes it increasingly harder to not get a citation. Often times this happens because "The city need money" but citizens have no real opportunity to combat or consider alternative options for making up lost cash that doesn't include increasing the frequency and amount of traffic related citations. We also often do not have legitimate proof that the city's financial situation is not being embellished or mishandled. Local governments should have limits on the frequency and amount they are able to increase fine and it should be approved by either the people or a federal body that seeks to protect citizens from predatory practices of local governing bodies. Current practices should also be examined and adjusted.
