Limit the number of H1-B visas to 65,000 as originally written into law.

This petition is very important due to the fact companies have been taking advantage of this law which was intended to be used as override for unfilled positions back under President Clinton. However, since then the law has been used as a way for corporations to hire cheap labor, which in turn is bringing down wages for US citizens by over 50%. Currently India accounts for 85-90% of the H1-B visas issued and over the past couple years has added staff in India which are contacting IT (possibly other industries) candidates for positions here in the US. They have a massive market (racket) going on whereby they are monopolizing the recruiting market for IT and corporations are buying into them because they offer extremely low rates. Bottom line, the law needs to be enforced.
