Limit the paparazzi and prevent them from harassing other celebrities

Over time, the paparazzi have been harassing multiple celebrities even to the point where they break the law or where people have gotten killed. In 1997, Princess Diana was being chased by the paparazzi and their speeding caused her to get killed. Earlier this year, a paparazzo was killed trying to get a photo of Justin Bieber. Many other celebrities like Lindsay Lohan have to deal with them constantly and hide their faces so the paparazzi won't get a good shot at them. There has also been instances of paparazzi parking illegally to get snapshots. These criminals need to be either limited to their photography or banned. They need to be brought to justice.
