The role of Seanators and Congress(wo)men is to represent the people of the state that elected them. As such, serving in Congress is a public service. Public service was not designed to be a means of ammassing wealth. Therefore:

The yearly salary of any Senator or Congressional Representative will be linked to, and not exceed the average yearly income of the consituents in the state that elected official serves.
