A set or sets of persons that are empowered or employed by the people of the United States shall not, under any circumstance, make personal compensation greater than Ten percent of the average population within Ten square miles of said set(s), unless; the set(s) is empowered or employed by over One-Hundred-and-Fifty square miles of said set(s), in which case the set(s) shall make no greater compensation than Ten Percent over the average population within the aforementioned mileage. The above is to apply to all offices and subordinates of offices of the United States of America and to all else that see themselves as working for, empowered by or in any means monetarily compensated by the latter. Unless otherwise altered by Two-Thirds Congress or Majority population of all States by ballot.
