Limit Pete Perryman to keep no more than 12 cats in his house at a time.

We the people understand that Pete Perryman has an extraordinary affinity for felines but we fear for his well being, his love life and the quiet enjoyment due to his neighbors if he remains unlimited in his housing of cats. While we feel that even 12 cats is too many, we must set attainable goals here. We fear what Pete would do if he were left with less than a dozen cats.
