Limit petty traffic laws used as excuses to pull over citizens & look for other violations - ie seat belt violations

There have been too many recent violent encounters with police resulting from traffic stops for a petty reason, such as violation of seat belt laws. We have citizens being shot and tazered, all starting with being pulled over for not wearing a seat belt. Laws like this are being used as an excuse to look for other, more serious violations. It's become a nuisance to citizens and now a growing, safety issue for the public and officers. There's a risk of violence and general safety for drivers, passengers and officers whenever someone is pulled over, so let's help ourselves by eliminating this risk type and nuisance in our lives!
