Limit pledges of public officials

Prohibit public officials whether elected or appointed from taking a pledge which may interfere with their ability to make a decision on behalf of the public they serve. (e.g. a pledge like "I will not drink alcohol" is personal and will not interfere with policy-making regarding alcohol; a pledge like "I will not raise taxes" interferes with an officials ability to make policy regarding raising revenue)
