Limit the powers of Congress and change this country to a Government of the people.

I purpose that Congress could not approve there own pay raises and that their pay raises would be put on the ballet for the American people to vote on. In this way the people they are working for could reward them based on there performance and ability to work together to solve the problems of this country. They would also be covered by the same healthcare system as the rest of the American people are especially when try collect Social Security.
