This power should only be used when there is a NATIONAL SECURITY issue that needs direct action, The President has abused his power of Executive Order to create his own DICTATORSHIP. He has enacted more EO's than all other Presidents combined. He has used this power to create bills, regulation ETC, that he knows our representatives, voters and citizens would not agree with. It has also been used to give power to agencies that follow his direct orders, when some of those powers are not directly related to those agencies.
