A cost-of-living-adjustment (COLA) increase takes effect annually unless Congress votes to not accept it.

THIS IS NOT RIGHT. What is wrong with us, the voters, that we are allowing this? No wonder our government has lost touch with the everyday citizen. Salaries for congress should not exceed the average salary of the citizen residing in the state that they represent. And congress should not automatically get a COLA, when the average citizen is struggling just to get employed at minimum wage!
