Recognizing that Congressional members are public servants representing the average American, the following is proposed:
1.) Members currently serving will receive a salary equal to the median income of the average American regardless of their current pay.
2.) All newly elected members of Congress will receive a starting salary at 10% below the median income level of the average American.
3.) Pay raises each year will not exceed the average pay raise of the average American. At no time will a pay raise result in a salary exceeding 10% above the median income level of the average American.
4.) Contributions to a candidate's campaign by a corporation or an organization will not exceed 10% of the monthly median income of the average American in any given month.
