The new law idea is to limit the sales of clips and ammunition to registered firearm owners only. Companies that sell firearms have access to who can buy firearms but a data update can be done so that they can see if would be buyer of clips and ammunition is a legal firearm owner. There can also be sublaws to it such as fines and penalties for a legal owner if they buy for a non legal persons. Clips and ammunition should also have serial numbers on them that way they can be traced back to the one who bought them. A box of ammunition will have a serial number and each shell will have the same number on the casing.
