During his first term, President Obama sought to get numerous appointments to positions and was thwarted by a blanket hold put on dozens of them by Senator Shelby which paralyzed President Obama's ability to get the Senate to vote on those positions.The abuse of this tactic prevented our President from being able to effectively have departments function with a leader which in turn negatively impacted the country and it's business. Rules governing this practice need to change. Examples of these changes are:
1)Holds have to be public with legitimate reason given, can only remain in effect for 90 days. 1 hold per Senator
2)After the hold has expired, a Senate hearing will take place.
3)Once the debate has taken place, the Senate will have 2 weeks for up or down vote.
