Limiting congressional seats to one term only will enable progress within Congress and eliminate the Senators and Representatives who keep their seats because they are in the pockets of lobbyist and have the money to run aggressive and negative campaigns. Lobbyist have too much influence over Congress and by limiting the terms, this should limit the lifetime bond between lobbyist and Representative/Senator.
