Limit spending on federal elections

Start the process for an amendment to the constitution to limit spending on federal elections. In particular, limit spending for presidential and congressional seats to $1M per candidate paid for by the federal government. No additional funds can be used. This amount to increase per the cost of living annually. Funds are to be allocated to 3 nominees based on 2 parties and a third candidate. Further, (1) money is not speech under the First Amendment, (2) corporations are not people, and (3) we the people have the right to set limits on how much money individuals and corporations can spend on elections.
