Limit Spending to States

Many states receive more Federal Assistance than they contribute to the US Treasury. Other states contribute far more to the Treasury than they receive back in dollars and services. This leads to some states being financially responsible for the residents of other states who do not pay their fair share. I would like the President to propose an amendment to the United States Constitution which would limit the amount of Federal dollars sent to any state. No state would be eligible to receive more Federal funding than they contribute to the US Treasury. The only exception to this would be for relief from natural disasters.
