Limit tax refund for everyone up to actual federal taxes paid in during tax year - including EIC credit.

All taxpayers, rich or poor, should not get a refund greater than what they actually paid in. Example - If taxpayer pays in $500 during the tax year for federal income taxes and meets all criteria for full refund, then tax refund is only $500. EIC should still be allowed but only to the limits of taxes paid in.
