Limit terms to the House and the Senate to two years and three year single terms with an open policy on personal finance

Have the House and Senate be limited to serve our country for only ONE term being a two year, and three year term respectively. However, in order to serve your country in this capacity, you must agree to have your personal finances open for investigation before and after you serve. This will prevent Congressmen and Senators from receiving any illicit monies from big business. This will further instill the kind of individual who will go to the hill to serve his country in the best interests of the American people. They then can go back and serve in the local government capacity after fulfilling their duty to our country. Doing this will further make it difficult to be voted into office at the local level unless they "performed on the hill" to the best interest of their constituents.
