Using a bi-partisan council of lawmakers, determine a reasonable amount of ammunition an individual might need to purchase during a specified time frame and set that limit using a system similar to purchasing some over-the-counter drugs.

This could be a useful compromise to make sure people are still able to purchase the ammunition they need for hunting and self defense while making it more difficult to quickly amass a large quantity that might be abused in an incident similar to the recent tragedy.
