Limit the US incarceration rate by killing the criminal with the longest sentence per each new arrival.

Each year the US spends billions of dollars investing in and maintaining prison infrastructure. Rather than feeding and sheltering more criminals, this money should be used for educating the homeless and impoverished. A cap should be placed on each prison and when the cap is exceeded then the criminal with the longest prison sentence will be executed to make room for new prisoners.

What good does it serve to force a criminal to serve life in prison and waste our tax dollars?
