There are many companies who abuse temp agencies as ways of not having to pay insurance to employees. Many of them keep workers on as temps for months, even years. If insurance isn't enough, many of these temp workers "top out" at pay at a far less starting pay than their "full-time" counterparts doing the same job. Temp agencies are no longer used as they should be...at most, a worker should work no longer than 3 months through a temp agency before being hired on or let go by the company. And to avoid the thought that many companies will constantly let people go after 3 months and just keep hiring new people, they should have to give justifiable reasons why they let people go and people should be given this reason in writing.
