Limit welfare beneficiaries from increasing family size. Discourage practice of producing offspring for more benefits

Too often is observed a poor family with multiple offspring who are poorly cared for while the mother and father benefit from increased government benefits. If you struggle to provide for yourself, you have no right creating a new life solely to benefit yourself. Too often are these children subjected to unsanitary, substandard living conditions. Little to no education and poor role models.
