Welfare should be limited to a maximum benefit of 2 years for a persons lifetime whether it is used all at once or in separate instances. Also, require that any recipient of welfare must be a legal U.S. citizen and to be drug tested before receiving their benefits. Furthermore, require that they attend some sort of welfare-funded continuing education program for the entire time they are receiving our tax dollars to ensure they will become a positive influence on our economy and not another drain on all taxpayers.
