Limit what agencies can use credit reports against consumers

The things that credit reports are being used for is getting out of control. While yes, it is a good way to determine whether someone has paid credit debts in the past, it should not be used to prevent people from obtaining employment, obtaining a place to live, or any other necessity. How is someone who can't get a good job because of their credit score supposed to be able to afford to pay to go back to school out of pocket because they can't get a private student loan because of their poor credit score? Or how is one supposed to live a happy life when the only place they can live is a bed bug infested apartment because nowhere else will let them live there due to a poor credit score and not having anyone to consign for them? The system keeps down people who are trying to improve.
