Lawsuits/collection actions against people without health insurance for medical bills for life-saving surgeries & procedures should be prohibited. Protections should be enacted to prevent such actions against those who are unemployed, disabled or income below $40,000/year individually or $80,000 per family & "disability" should include those suffering from serious diseases (e.g., cancer, multiple sclerosis, AIDS/HIV, Parkinsons) regardless of whether or not they are classified as "disabled" by a state or federal agency. It is not enough to make disability or unemployment an affirmative defense to such actions; rather, the agencies filing suit should be subject to severe sanctions/penalties if they proceed with collection after being informed of the person's protected status.
