This constitutional amendment would compel the congress of the United States to present to the President of the United States of America a line item budget by July 4th of the current fiscal year to go into effect for the upcoming fiscal year. If congress fails to present the budget, congressional pay shall be withheld until the budget is submitted to the President.The President shall then be compelled to sign or veto each line item in the budget. If Congress then has the desire to override the President's veto, it may due so by a simple majority vote of both houses of Congress. All votes will be recorded in the Congressional Record. The budget once approved must be published or posted to a publicly accessible government website.
