Social security should be tracked. Your FICA tax is linked with a name, why can't a computer system monitor the amount each person is paying and track and hold this sum over the years until the person retires. This way every man and woman pays his or her own social security. The government should only have access to this money in times of emergency and will have to issue government bonds to the holder of borrowed monies.
