Any firearm must be obtained through legal means by a licensed dealer.
A national gun registration list will be formed. The list will be maintained by the ATF. No citizen’s right to privacy shall be infringed by this list, and accordingly no information may be extracted from the list without a warrant issued justly by the court system.
There will be established a national instant background check for purchasing any firearm. The background check will be completed by the state and include mental stability history
It is here by defined that an Assault Weapon is: any firearm capable of long range accuracy (300 yards) AND is semi/fully automatic. In this instance most handguns are not considered Assault Weapons.
