Littering Law Is Very Unenforced

Littering is being abused more and more and i'm sick of seeing all trash being every were my town Stafford VA is having a littering problem and it is sad seeing beside every road broken bottles trash is ditches and thrown out of cars littering is a law as said here on this link http://www.ncsl.org/research/environment-and-natural-resources/states-wi... if caught but its still getting very bad thousands of tons of trash every year found and growing we must have a way to stop this so make it harder not to get caught littering sign this petition and help change this i'm 14 but i have a great knowledge of whats happening and i'm saddened by whats happening we are polluting are ground with trash make a change so the future want be so scary and trash filled please
