Make it more difficult for Congress and the President to lie to us and pass mediocre legislation.
The Obama Admin. should lobby Congress to establish an independent office that fact checks key assertions & the quality of framing the issues relevant to all legislation which passes Congress.
Have that same office publish reports which analyzes the quality of the legislation relative to "best practices" & relevant expert counsel.
Require Congress to incorporate these reports into their bills & publish a report attached to their passed legislation which addresses why their legislation is dishonest or less than optimal prior to submitting to the President for his signature or veto.
