Lobby Congress to pass a law mandating a petitioning system for each branch of the government & every department theirin

The current petitioning system implemented by the Obama administration seems to be effective. Once a petition hits 100,000 votes the Obama administration must consider research the issue. Similar measures should be implemented throughout the entire government and every department therein. Everyone should have the opportunity to petition through an Internet interface and have said petition taken seriously once it reaches a certain number of votes. Passing a law mandating that ensures that the petitioning system will not be lost with the next administration or the next Congress etc.
