Lobbying congress may only be done by unpaid constituents of the particular congressional district.

By restricting lobbying to the citizens of a congressional district, the voters will become the conduit for information to their representatives, which should have several effects.
1) Businesses and other organizations will have to argue by using citizens as their mouthpiece. Thus, they must be good corporate citizens to have a voice beyond any employees they have.
2) Congress persons attentiveness to their district will become much more clear and they will have to communicate better with their constituents.
3) The awareness of citizens of the scope of government should become more obvious.
