Petition to allocate monies over the next 100-200 years for the construct of an O'Neill Cylinder around Mars for the United States. Will need mass-drivers on the moon. The O'Neill Cylinder will first be constructed near the moon. Lunar mining will provide for the needed resources. Once constructed, the O'Neill cylinder will be relocated to Mars orbit. This will allow the United States to begin colonizing Mars in 200 years. Request to name the US O'Neill Cylinder "Columbia."
