Previous aberrant behavior of a citizens personal error of breaking the law; whether this is a misdemeanor or a felony (non violent),is automatically deleted, expunged otherwise not known to anyone aside from Justice Department in regards to a federal crime, and the local police in a state crime.
Having a death sentence for one mistake that was of an aberrant nature and subsequently has not been repeated in a ten year span should be hidden from public record. Our ability to do a background check on anyone and as far back as we desire is a death sentence to the reformed citizens and their families, not to mention the country to which they are deemed a criminal for life. Not everyone can afford to higher lawyers or become a celebrity with a bad (boy or girl) image. Most just want a new life.
