look into corruption of USA.gov.as site being used to advertise jobs agency post for legal reasons even though filled

For the past five yrs I have spent hundreds of hours filling out various agencies applicvations and never hear anything back from anyone. I am a 90% disabled american veteran and have extensive yrs experience and several degrees (3) and I never get any consideration. Time and time again I complete these applications just to learn later from inside employees that they already had someone slated for the job, but that they have to advertise and waste everyone time and effort because by law they have to advertise these positions. I have worked so hard in my life and stayed in the military after activated during the war and lost my civilian job because of this. Im told that I should be considered even before others as I am a disabled veteran, but this is not the case ever. Please look into
