My grand child who was born in Virginia is told that she will have to pay out of State tutiton, because her parents who have loss their job and home, moved out of State to live with family. She however remained in State with her sister; together their income is below the poverty level. They (the college) want her to pay (out of state ) higher titution cost, based on the fact that her parent lives out of state. If she was an ilegal person she would receive free tutition. Her mum, dad, sister,and uncle all serve in the Military. She is a US citizen,born in Virginia Beach how can this be?

Because the family is poor and parent unemployed, should this gifited child (she graduate with a IB deploma) be denied a collage education? Would some one help resolve this situtation?
