Look into the formation of a "foreign legion" to offer immigrants a mutually beneficial way to earn citizenship.

The French Foreign Legion has existed for many, many years and has offered people a way to move away from their past and move toward a new future. The U.S. should emulate this and allow people who wish to become American's the option of doing so as long as they serve the country for a determined period of time. They would be paid and given similar benefits as our own troops but we would be saving one in the long run because we wouldn't need as many regular troops when there is a reserve of less paid yet eager to fight troops on hand. Upon serving honorably they would be offered citizenship or transfer to the regular military.
