Look into making the lower class community better by challenging welfare recipients to get involved.

I lay out the idea that individuals recieveing welfare from the government are allowed to receive such help with the stipulation that they provide their communities with selfless service. In doing so they are required to cover graffiti with new paint, remove all trash from the streets and any other needed help to improve the communities environment. Failure to give by to the system that helps them will cease to receive the help they refuse to give back.
