For lower income families and people around the country (and world), toilet paper, as gross as it is, is a necessity. Everyone needs it, but for families that cannot afford it, it is hard in ways that are best not explained. In some areas of the country, free necessities, lower in need, like condoms, glasses, etc. are given out for free, but not TP.
This will not only help families, but also the economy. Toilet paper is an inexpensive household item, that although it is inexpensive, some families cannot afford it.
