Around the world countries have different safety standards that define their automobiles. Most of the European countries and Asian countries safety standards meet or exceed our own. I propose that the 25 year limit on importation of automobiles be lowered to 10 years. Cars originally released in other countries tend to have options that weren't available over here, and with a little modification they can meet our current EPA standards.
Example: If I wanted to import a Japanese Civic Type R from the year 1998. We sold a car pretty much the same over here called the Civic Si. And the exhaust parts are interchangeable, which means a Catalytic converter would be installed.
Another example, it would also allow for cars that were not initially sold here to be brought over and used.
